RESOLUTION AUTHORIZING THE MAYOR OF THE CITY OF NEW HAVEN TO APPLY FOR AND ACCEPT THE CERCLA 128(A) BROWNFIELD GRANT FROM THE CONNECTICUT DEPARTMENT OF ENERGY AND ENVIRONMENTAL PROTECTION TO REMEDIATE 0 GIBBS ST, AND TO ENTER INTO ASSOCIATED AGREMEENTS IN ORDER TO ACCEPT GRANT FUNDING AND CARRY OUT THE ASSOCIATED GRANT PROGRAM ACTIVITIES.

WHEREAS, the federal government defines brownfields as "abandoned, idled or underused industrial and commercial properties where expansion or redevelopment is complicated by real or perceived environmental contamination"; and,

WHEREAS, 0 Gibbs St. has been the subject of Phase I, Phase II, and Phase III site investigations, resulting in a preliminary remedial action plan; and,

WHEREAS, funding from the Brownfield Grant Program will enable the city to complete a final environmental assessment and final remedial action plan with the aim of remediating the site completely and creating a new public park space; and,

WHEREAS, grant funds will be combined with $250,000 in funds available through the Winchester Green development to begin site remediation based on the final remedial action plan; and,

WHEREAS, parks provide numerous community benefits, particularly for children and families, in the form of places to play, relax, exercise, and connect with nature; and,

WHEREAS, the park would reconnect Gibbs St. with the Farmington Canal Greenway, helping to remediate past harms to residents in the form of disconnection from public greenspace, remediation of contaminated soil, and alleviation of the urban heat island effect.

NOW, THEREFORE, BE IT RESOLVED by the Board of Alders of the City of New Haven that the Mayor, on behalf of the City, is authorized to apply for and accept the grant mentioned herein from the Connecticut Department of Energy and Environmental Protection; and,
