ORDER OF THE BOARD OF ALDERS OF THE CITY OF NEW HAVEN AUTHORIZING THE MAYOR OF THE CITY OF NEW HAVEN TO TERMINATE THE EXISTING CONTRACT, LM 2021-0368, AND EXECUTE A NEW 5 YEAR AND 3 MONTH CONTRACT BETWEEN THE NEW HAVEN POLICE DEPARTMENT AND AXON, WHICH COVERS EQUIPMENT, SOFTWARE, INSTALLATION, TRAINING, AND MAINTENANCE FOR BODY-WORN CAMERAS, TASERS AND SOFTWARE, WHICH INCLUDES DRAFT ONE, AXON AUTO-TRANSCRIBE, AXSON RESPOND+, THIRD PARTY VIDEO PLAYBACK, AXON INVESTIGATE PRO, AXON VIRTUAL REALITY PRODUCTS.

WHEREAS, the City of New Haven through its Department of Police Service (NHPD) has made a commitment to incorporate body worn cameras and dashboard cameras - both of which are mandated by CT Public Act 20-1, An Act Concerning Police Accountability, by July 1, 2022 - into its community policing program; and,
WHEREAS, the NHPD has contracted with Axon since 2017 for its body-worn cameras and tasers and supports the 63 month contract for this vendor which includes the purchase and installation of new Fleet 3 dash cameras and additional software; and,
WHEREAS, the NHPD seeks to enhance Officer performance and utilize the new software and technology, Draftone, Axon Auto-Transcribe, Axon Respond+, Third Party Video Playback, Axon Investigate Pro and Axon Virtual Reality products; and,
WHEREAS, the NHPD recognizes that the use of body worn cameras and dashboard cameras can have a significant impact on police and community relationships, including reducing citizen complaints and use of force incidents, and improving efficiencies in prosecutions; and,
WHEREAS, the Board of Alders supports the NHPD's efforts in continuing to develop the body-worn camera and dashboard camera program and technology upgrades for the benefit of its officers and the community.
