WHEREAS, the Board of Alders of the City of New Haven in 2019 declared a climate emergency and its commitment to lead an emergency mobilization effort that, with appropriate financial and regulatory assistance from state and federal authorities, ends community-wide greenhouse gas emissions by December 31, 2030;

WHEREAS, networked geothermal systems utilize the earth's heat to provide heating and cooling to new and existing buildings without utilizing fossil fuels;

WHEREAS, networked geothermal systems provide residents and businesses with clean energy for heating, cooling, and hot water at an operating cost lower than other any other source of energy;

WHEREAS, the New Haven Office of Climate and Sustainability seeks to implement decarbonization solutions that have the potential to provide clean, low-cost at the neighborhood scale;

WHEREAS, the City of New Haven will apply for funding from the US Environmental Protection Agency; and upon receipt of such grant, the City will accept said grant in its entirety, and subgrant a portion of grant funding to the New Haven Parking Authority; and

WHEREAS, the US Environmental Protection Agency has issued a request for proposals, entitled the Climate Pollution Reduction Grant program, intended to achieve significant cumulative greenhouse gas pollution reductions, reduce co-pollutants harmful to human health, and pursue innovative and replicable programs.
