ORDER OF THE NEW HAVEN BOARD OF ALDERS AUTHORIZING THE CITY OF NEW HAVEN (MAYOR, CONTROLLER, OR BUDGET DIRECTOR) TO ENTER INTO A THREE-YEAR AGREEMENT WITH THE NATIONAL INSTITUTE FOR CRIMINAL JUSTICE REFORM IN THE AMOUNT OF EIGHTY-FIVE THOUSAND DOLLARS ($85,000) UNDER THE CITY'S FEDERAL GRANT AWARD FROM THE OFFICE OF JUSTICE PROGRAMS TO ADVISE VARIOUS ASPECTS OF VIOLENCE PREVENTION OPERATIONS IN THE CITY.

WHEREAS, Section 2-376 (A) of the Code of General Ordinances, "Unless expressly authorized by law or by vote of the Board of Alders, the city shall not be bound by any contract executed after one (1) year from the date thereof. The Board of Alders prior approval is necessary for any city contract that does not go to bid that costs more than one hundred thousand dollars ($100,000.00)"; and
WHEREAS, The City of New Haven submitted a proposal to the Office of Justice Programs 2023 Community-Based Violence Intervention and Prevention solicitation to expand and enhance the City's Program for Reintegration, Engagement, Safety, and Support and was awarded two million dollars ($2,000,000) for three years; and
WHEREAS, The National Institute for Criminal Justice Reform is a nationally recognized advisor on violence reduction and works to reduce incarceration and violence, improve outcomes of system-involved youth and adults, and increase the capacity and expertise of organizations that serve these individuals; and
WHEREAS, The National Institute for Criminal Justice Reform is uniquely equipped to advise on the development and implementation of violence prevention strategies for municipalities that have Offices of Violence Prevention and
WHEREAS, The City is seeking approval to enter into a sole source three-year agreement with an estimated timeframe of February 1, 2024, to September 30, 2026, depending on Board of Alder Approval.
