ORDER OF THE NEW HAVEN BOARD OF ALDERS AUTHORIZING THE CITY OF NEW HAVEN (MAYOR BUDGET DIRECTOR OR CONTROLLER) AND NEW HAVEN BOARD OF EDUCATION TO ENTER INTO A ONE-YEAR CONTRACT WITH FIRST STUDENT IN THE AMOUNT OF THIRTY MILLION SEVEN HUNDRED THIRTY THOUSAND EIGHT HUNDRED EIGHTY-THREE DOLLARS AND FORTY CENTS ($30,730,883.40) FOR REGULAR AND SPECIAL ED IN-TOWN AND OUT-OF-TOWN BUSSING FOR FISCAL YEAR 2023 - 2024.

WHEREAS, Section 2-376 (A) of the Code of General Ordinances, "Unless expressly authorized by law or by vote of the Board of Alders, the city shall not be bound by any contract executed after one (1) year from the date thereof. The Board of Alders prior approval is necessary for any city contract that does not go to bid those costs more than one hundred thousand dollars ($100,000.00)"; and,

WHEREAS, the current multi-year contracts for services with First Student to provide transportation for regular and special education bussing services, for in-town and for out-of-town bussing, are set to end their final contract year on June 30, 2023; and

WHEREAS, The New Haven Public Schools system, as directed by the Board of Education, has engaged with First Student to negotiate Option 1 in each of our existing multi-year contracts for services to provide transportation for the 2023 - 2024 fiscal year for regular and special ed in-town and out-of-town bussing; and

WHEREAS, the proposed total cost of the one-year contract is $30,730,883.40, which is an 8.75% increase from our current year contract pricing; and

WHEREAS, all of the existing contract language between the New Haven Public Schools and First Student will continue to apply.

NOW, THEREFORE, BE IT ORDERED by the New Haven Board of Alders that the Mayor, Budget Director, or Controller and the Board of Education are authorized to enter into an agreement and any necessary amendments with First Student for a period of July 1, 2023, through June 30, 2024, in the amount of thirty million seven hu...
