RESOLUTION AUTHORIZING THE MAYOR TO APPLY FOR AND ACCEPT FUNDING FROM THE STATE OF CONNECTICUT MADE AVAILABLE UNDER THE AMERICAN RESCUE PLAN ACT CAPITAL PROJECT FUND FOR THE CONSTRUCTION AND IMPROVEMENTS OF A MULTI-PURPOSE COMMUNITY FACILITY.

WHEREAS, The State of Connecticut has authorized this project to be funded from the Federal American Rescue Plan Act of 2021 (ARPA) Capital Project Fund; and,
WHEREAS, the ARPA funding is intended to support improvements of buildings designed to jointly and directly enable work, education and health monitoring in a multi-purpose community facility; and,
WHEREAS, the project is funded 100% by grant funds which will be administered through the City subject to reimbursement; and,
WHEREAS, the City of New Haven recognizes that the community at large will benefit from a Solutions Center that enables the coordination of three (3) target areas and will promote stability, resiliency and sustainability for New Haven households; and
WHEREAS, the Board of Alders previously authorized the purchase of the Bassett Street facility (LM-2019-0193) where these improvements are proposed to take place; and,
WHEREAS, The United States Treasury has authorized has earmarked these funds for critical capital projects that enable work, education, and health monitoring in response to the public health emergency ; and
NOW, THEREFORE BE IT RESOLVED, THAT THE BOARD OF ALDERS HEREBY AUTHORIZES THE MAYOR OF THE CITY OF NEW HAVEN TO APPLY FOR AND ACCEPT FUNDING FROM THE STATE OF CONNECTICUT FOR THE MULTI-PURPOSE COMMUNITY FACILITY AND TO SIGN ANY ASSOCIATED AGREEMENTS WITH THE STATE OF CONNECTICUT, CONTRACTORS, SUBSEQUENT AMENDMENTS, AND OTHER DOCUMENTS, ANY OF WHICH MAY INCLUDE INDEMNIFICATION PROVISIONS AND WHICH MAY HAVE A TERM OF LONGER THAN ONE YEAR, THAT THE MAYOR DEEMS NECESSARY OR DESIRABLE REGARDING THE MULTI-PURPOSE COMMUNITY FACILITY
