ORDER OF THE BOARD OF ALDERS OF THE CITY OF NEW HAVEN AUTHORIZING THE MAYOR TO SIGN AN AGREEMENT WITH THE UNITED STATES DEPARTMENT OF THE ARMY AND SIGN ANY ASSOCIATED FEDERAL AND/OR STATE AGREEMENTS, AGREEMENTS WITH CONTRACTORS AND OTHER DOCUMENTS THAT MAY BE DESIRABLE OR NECESSARY, INCLUDING ANY SUBSEQUENT AMENDMENTS TO AGREEMENTS TO DESIGN A FLOOD WALL AND PUMP STATION ALONG THE LONG WHARF HARBOR TO ADDRESS STORM SURGE FLOODS AND SHORELINE EROSION AT THE I-95 CORRIDOR, RAIL YARD, BUSINESS DISTRICT, AND PUBLIC PARK.

Whereas, Federal funds were provided to the United States Army Corps of Engineers (USACE) in 2016 in the Disaster Relief Supplemental Appropriations Act (DRSAA) to initiate a design of the recommended plan consisting of a structural coastal storm risk management system; and

 

Whereas, The USACE, New England District, the Connecticut Department of Energy and Environmental Protection (CTDEEP) and local stakeholders analyzed numerous coastal storm damage prone communities along the Connecticut coast and narrowed their focus on the Long Wharf Harbor; and

 

Whereas, The feasibility study recommendation is to construct a flood wall along I-95 that builds on the City’s Long Wharf Responsible Growth Plan, as well as the Flood Protection Study commissioned by the City; and

 

Whereas, Long Wharf is home to businesses that represent 5,000 jobs and, with protection, the area is expected to continue to provide future economic benefits to the City; and

 

Whereas, The City of New Haven is a subgrantee to the United States Department of the Army, Army Corp of Engineers (ACOE); and

 

Whereas, The State of Connecticut will fund $1.69M portion of the project; and

 

Whereas, The City of New Haven’s portion of the $1.69M project will be comprised of Capital Bond funds; and

 

Whereas, The City of New Haven desires to improve coastal flood resiliency in the Downtown, Hill and Long Wharf Neighborhoods by utilizing funding to design a flood wall and pump station along the Long Wharf Harbor to address storm surge floods and shoreline erosion at the I-95 Corridor, Rail Yard, Business District; and

 

Whereas, the New Haven community at large will benefit from the project as described.

 

NOW, THEREFORE BE IT ORDERED, by the Board of Alders of the City of New Haven that the mayor is authorized sign an agreement with the United States Department of the Army and any subsequent amendments, and other documents, any of which may include indemnification provisions and which may have a term of longer than one year, that the mayor deems necessary or desirable; and

 

BE IT FURTHER ORDERED, by the Board of Alders of the City of New Haven that the mayor is authorized to accept funding from the Connecticut Department of Energy and Environmental Protection (CTEEP) and sign any associated agreements, with the State of Connecticut, contractors, subsequent amendments, and other documents, any of which may include indemnification provisions and which may have a term of longer than one year, that the mayor deems necessary or desirable, to design a flood wall and pump station along the Long Wharf Harbor to address storm surge floods and shoreline erosion at the I-95 corridor, rail yard, and business district.
