WHEREAS, the Board of Alders must approve any city purchases that exceed $100,000.00 from companies with sole source designations; and

WHEREAS, Ultra Electronics Forensic Technology Inc, using Integrated Ballistic Identification System (IBIS) technology, currently in use in the United States under the ATF NIBIN program, is the only technology that has undergone extensive testing and complies with the security standards needed for integration into NIBIN, and was declared a sole source vendor in 2022; and

WHEREAS, NIBIN package software reads unique markings that guns leave on shell casings and flags potential marches, providing a valuable database of ballistic intelligence that can help link firearm crimes nationwide; and

WHEREAS, NIBIN links crimes more quickly, generates investigative leads that would otherwise not have been detected, shares intelligence across jurisdictional boundaries, and gives prosecutors admissible evidence to corroborate witness testimony, making it a valuable resource for any violent crime reduction strategy; and

WHEREAS, the addition of the NIBIN package at the Crime Gun Intelligence Center at police headquarters will enable officers to process evidence more quickly, which can significantly enhance investigations and arrests; and

WHEREAS, the Department of Police Service will purchase the NIBIN Package using Crime Gun Intelligence Center grant funds approved by the Board of Alders (LM-2020-0082, adopted May 4, 2020) based on sole source designation; and
