ORDER OF THE BOARD OF ALDERS OF THE CITY OF NEW HAVEN APPROVING AND AUTHORIZING M.E. O’BRIEN AS SOLE SOURCE VENDOR FOR VORTEX SPLASH PAD PARTS AND INSTALLATION INCLUDING TIME AND MATERIALS.

WHEREAS, the City of New Have has 13 splash pads constructed with Vortex components; and
WHEREAS, splash pad components are unique to their manufacturer; and
WHEREAS, M.E. O’Brien is the authorized sales representative and supplier of Vortex products for Connecticut; and
WHEREAS, M.E. O’Brien was a state contract vendor for such parts and products under State Contract 11PSX0116; and
WHEREAS, the State of Connecticut no longer includes splash pads and their component parts in their solicitations; and
WHEREAS, in October 2019 M.E. O’Brien was declared sole source vendor for Vortex Splash Pads in the City of New Haven; and
WHEREAS, a new splash pad with parts and installation by a certified installer provided by the distributor will exceed $100,000; and
WHEREAS, the City anticipates new splash pad installations in several of its parks; and
WHEREAS, the Parks Commission reviewed the proposed splash pad and funding commitment at its October meeting.
NOW, THEREFORE, BE ORDERED that the Board of Alders of the City of New Haven approving and authorizing M.E. O’Brien as sole source vendor for Vortex splash pad parts and installation including time and materials.
