TITLE
ORDER AUTHORIZING THE MAYOR OF THE CITY OF NEW HAVEN TO APPLY FOR AND ACCEPT GRANT FUNDING FROM THE U.S. SUBSTANCE ABUSE AND MENTAL HEALTH SERVICES ADMINISTRATION CHILDREN'S MENTAL HEALTH INITIATIVE TO FUND A SYSTEM OF CARE FOR YOUTH EXPERIENCING SERIOUS EMOTIONAL DISTURBANCES AND AT RISK FOR DEVELOPING PSYCHOSIS AND TO EXECUTE ALL DOCUMENTS AND CONTRACTS AS NECESSARY IN PARTNERSHIP WITH THE PRIME PSYCHOSIS RISK CLINIC AT YALE UNIVERSITY.
BODY
WHEREAS, the City of New Haven Department of Community Resilience will apply to receive grant funding from the U.S. Substance Abuse and Mental Health Services Administration (SAMHSA) under the Children's Mental Health Initiative in an amount not to exceed $1 million ($1,000,000) per year for up to 4 years to fund a system of care for youth experiencing serious emotional disturbances and at clinical high risk for developing psychosis; and,
WHEREAS, young people at clinical high risk for psychosis constitute a population in particular need of recognition, clinical services, and community supports; and,
WHEREAS, there exists an estimated 2,500 young people in the greater New Haven area alone who may be at risk and who may benefit from grant activities in addition to their families; and,
WHEREAS, there are well-established evidence-based diagnostic evaluations and interventions to treat changes in perception, thinking, mood, and functioning and to prevent psychosis; and,
WHEREAS, the City of New Haven Department of Community Resilience will partner with the PRIME Psychosis Risk Clinic at Yale University to form and strengthen a comprehensive and coordinated network to prevent, identify, and address serious emotional disturbance in youths; and,
NOW, THEREFORE, BE IT ORDERED, by the Board of Alders of the City of New Haven that the Mayor, on behalf of the City, is authorized to apply for and accept the grant mentioned herein from SAMHSA for the purpose of funding a system of care for youth experiencing serious emotio...
