ORDINANCE AMENDMENT TO SEC 19-16 OF THE NEW HAVEN CODE OF ORDINANCES TO UPDATE THE GOLF COURSE FEES AND ASSOCIATED RULES

WHEREAS, Section 19-16 "Golf Course" of the New Haven Code of Ordinances establishes the fees to be charged at the Alling Memorial Golf Course and the rules and definitions associated with those fees; and
WHEREAS, the regular review of these charges is an essential to ensure that they remain aligned with the market while still providing a benefit to residents; and
WHEREAS, the fee increase is necessary to ensure we establish a stable revenue stream for the ongoing maintenance of the Course in order to protect this precious asset, and;
WHEREAS, a review of area golf courses demonstrates that with the increase in fees Alling will remain comparable and competitive with area municipal courses, and;
WHEREAS, the definitions associated with the fee schedule have been updated to reflect programmatic goals of promoting youth engagement, honoring our seniors and veterans and aligning our discounts to hours were the demand for tee times is lower
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF ALDERS OF THE CITY OF NEW HAVEN, THAT THE NEW HAVEN GENERAL CODE OF ORDINANCES SECTION 19-16 IS HEREBY REPLACED IN ITS ENTIRETY BY THE FOLLOWING:
Sec. 19-16. Golf course.
The operation of the Alling Memorial Golf Course shall be governed by the following rules:
(1) Season and hours of play: Opening date shall be on or before April 1 of each year, weather permitting; closing date shall be on or after November 30 of each year, weather permitting; the course shall be open at dawn or 6:00 a.m., whichever is earlier, and close at dusk or 7:00 p.m., whichever is later. Both closing time and opening time are weather permitting.
(2) Fees: The following fee schedule shall be in full force and effect, and fees shall be automatically adjusted to the new fee schedule on January 1 of each year:
