ORDER OF THE BOARD OF ALDERS OF THE CITY OF NEW HAVEN AUTHORIZING THE MAYOR OF THE CITY OF NEW HAVEN TO APPLY FOR AND ACCEPT A FEDERAL EMERGENCY MANAGEMENT AGENCY/ASSISTANCE TO FIREFIGHTERS GRANT FFY25 OF $254,181.82 TO PURCHASE AND UPFIT A TACTICAL SUPPORT UNIT TO CONSOLIDATE SPECIALIZED RESCUE EQUIPMENT

WHEREAS, the City of New Haven through its Department of Fire Services is responsible for containing and extinguishing fires for the 20 square miles boundaries of the City of New Haven; and
WHEREAS, The FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) ASSISTANCE TO FIREFIGHTERS GRANT (AFG) offers funds and other resources to communities to aid local departments in fire prevention and response; and
WHEREAS, the Fire Department is requesting funds from FEMA to purchase and upfit a Tactical Support Unit to consolidate specialized rescue equipment currently dispersed across multiple trailers and aging apparatus; and
WHEREAS, these assets will improve response efficiency, enhance responder safety, and ensure compliance with applicable standards; and
WHEREAS, the 2025 Assistance to Firefighters Grant, if awarded, provides federal funding in the amount of $254,181.82 for the purchase and upfitting of the Tactical Support Unit;
WHEREAS, as a condition of accepting these funds, the City is required to contribute non-federal matching funds equal to or greater than 10 percent of the federal award, totaling $25,418.18, for a full project budget of $279,600.00; and
WHEREAS, this funding provides framework and reimbursement for activities necessary for the preparedness, prevention, response, and recovery missions required for the City Department of Emergency Management and Homeland Security; and
WHEREAS, the Fire Department is seeking alternative methods of funding and partnerships to alleviate the burden of the taxpayer; and
