RESOLUTION AUTHORIZING THE MAYOR TO SIGN AGREEMENTS AND ANY SUBSEQUENT AMENDMENTS WITH DIVERSIFIED TECHNOLOGY CONSULTANTS (DTC) TO CONTINUE TO REVIEW SHOP DRAWINGS & CONSTRUCTION ADMINISTRATION/CONSTRUCTION SUPPORT SERVICES FOR THE REPLACEMENT OF THE STATE STREET BRIDGE OVER THE MILL RIVER, BRIDGE NO. 03748

Whereas, The construction of the State Street Bridge began in June 2009; and

Whereas, Said construction include the demolition of the existing bridge, replacement of the bridge, new drainage and reconstruction of the approaches to the bridge; and,

Whereas, The funds for the construction and inspection of the bridge are being funded by utilizing 80% federal and 20% State funds under the Surface Transportation Program; and,

Whereas, The City of New Haven is responsible to provide design services during construction; and,

Whereas: The State requires the designer of the bridge, Diversified Technology Consultants (DTC), to review Shop Drawings Construction Administration/Construction Support Services for the replacement of the State Street Bridge over the Mill River, and any design modifications as a result of unforeseen field conditions resulting in further delays to construction including:

Excessive contaminated groundwater on the west side of the bridge
Settlement of adjacent existing structures
Redesign of footings to reduce groundwater intrusion into cofferdam
Redesign of footings to prevent settlement of existing adjacent structures
Redesign of abutments to accommodate increase beam camber due to project delays, and,

Whereas: The cost of these services by DTC has exceeded the original estimated professional services contract for Administrative and Support in excess of $515,081.00 and,

Whereas: The Engineering Department estimates that the remaining effort to be completed by DTC will not exceed $700,000.00 (seven hundred thousand dollars),
