WHEREAS, Section 2-376 (A) of the Code of General Ordinances states that "Unless expressly authorized by law or by vote of the Board of Alders, the city shall not be bound by any contract executed after one (1) year from the date thereof. The Board of Alders prior approval is necessary for any city contract that does not go to bid that costs more than one hundred and fifty thousand dollars ($150,000.00); and

WHEREAS, Kaiser Permanente Center for Gun Violence in collaboration with Health Alliance for Violence Intervention issued a Request for Application (RFA) to support researchers and organizations investigating health-focused approaches to address gun violence and those directly affected by gun violence on August 2, 2025; and

WHEREAS, Kaiser Permanente Center for Gun Violence in collaboration with Health Alliance for Violence Intervention had a deadline of September 3, 2025 for applicants to apply; and

WHEREAS, the City of New Haven is planning to publish a request for proposal to enter into contract with the Kaiser Permanente Center for Gun Violence in collaboration with Health Alliance for Violence Intervention; and

WHEREAS, the City is seeking approval to enter into a two-year agreement with an estimated timeframe of December 5, 2025 to December 5, 2027, contingent on Board of Alder approval; and
