ORDER OF THE NEW HAVEN BOARD OF ALDERS AUTHORIZING THE MAYOR TO APPLY FOR AND ACCEPT THE US ENVIRONMENTAL PROTECTION AGENCY COMMUNITY CHANGE GRANT TO REDUCE POLLUTION AND BUILD COMMUNITY STRENGTH, AND TO ENTER INTO ASSOCIATED AGREMEENTS IN ORDER TO ACCEPT GRANT FUNDING AND CARRY OUT THE ASSOCIATED GRANT PROGRAM ACTIVITIES.

BODY
WHEREAS, through addressing climate change and reducing pollution, communities can overcome environmental justice challenges and implement meaningful solutions that meet community needs; and,

WHEREAS, New Haven is faced with a multitude of environmental justice challenges stemming from its history of redlining, industrial past, its legacy housing stock, its vulnerability to flooding and extreme heat, and its role as a port and highway transportation nexus; and,

WHEREAS, funding available through the Inflation Reduction Action represents an unprecedented opportunity to maximize the impact of federal resources to resolve environmental issues and strengthen communities; and,

WHEREAS, the City of New Haven will, in partnership Greater Dwight Development Corporation and additional neighborhood development and environmental organizations, apply for funding from the US Environmental Protection Agency; and upon receipt of such grant, the City will accept said grant in its entirety; and,

WHEREAS, the US Environmental Protection Agency has a request for proposals, entitled the
Environmental and Climate Justice Community Change Grants Program, intended to transform disadvantaged communities across the United States into healthy, climate resilient, and thriving communities for their current and future residents; and,

WHEREAS, the City and its partners have designed and developed, and will implement, a multi-faceted, community-driven proposal to addressing climate and environmental pollution and meeting community needs.
