ORDER OF THE BOARD OF ALDERS OF THE CITY OF NEW HAVEN AUTHORIZING THE MAYOR OF THE CITY OF NEW HAVEN AND THE NEW HAVEN PARKS DEPARTMENT TO ENTER INTO A 5-YEAR CONTRACT FOR THE OPERATION OF THE RALPH WALKER ICE RINK.

WHEREAS, the City of New Haven Parks Department owns and manages public recreational facilities in the City of New Haven, including the premises known as 1080 State Street, Blake Field, on which is situated the Ralph Walker Ice Rink and other buildings associated with the operation of the Ralph Walker Ice Rink, and
WHEREAS, the Ralph Walker Ice Rink continues to grow as a first-class community resource that not only accommodates significant regional demand for ice time but also supports access to skating opportunities for New Haven residents well beyond traditional user groups; and
WHEREAS, the Ralph Walker Ice Rink continues to serve as the premiere ice-skating facility for the City of New Haven, Albertus Magnus College Hockey Program, New Haven Schools, and Police Activities League (PAL) and Youth and Recreation Department (YARD), New Haven-focused youth hockey and skating programs, Open Skate activities and a variety of public and city-sponsored programming; and
WHEREAS, in 2026, Elm City Sports Group LLC responded to the City’s Request for Proposals Project #2026-RFP-CNH-314 for the day-to-day management and operation of the Ralph Walker Ice Rink and Elm City Sports Group LLC. Submitted a responsive proposal; and
WHEREAS, the Parks Department, in consultation with the Ice Rink Advisory Committee and approval from the Commission on Parks, Programs and Recreational Facilities, selected Elm City Sports Group LLC to serve as the operator of the Ralph Walker Ice Rink, and the parties desire to set forth the terms and conditions under which such management and operation is authorized.
