ORDER OF THE NEW HAVEN BOARD OF ALDERS, AUTHORIZING THE EXECUTION OF THE SUCCESSOR COLLECTIVE BARGAINING AGREEMENT BETWEEN THE CITY OF NEW HAVEN AND AFSCME LOCAL 1303-464 (ATTORNEY UNION), DATED JULY 1, 2020 - JUNE 30, 2026.

WHEREAS, the City of New Haven (the "City") and AFSCME Local 1303-464 (Attorney Union) (the "Union") are parties (collectively the "Parties") to that of certain collective bargaining agreement entitled Agreement Between the City of New Haven and AFSCME Local 1303-464 (Attorney Union); and
WHEREAS the collective bargaining agreement between the Parties had expired by its terms on June 30, 2020; and,
WHEREAS, the Parties, over the course of several rounds of negotiation, negotiated to secure a successor Collective Bargaining Agreement: and
WHEREAS the Parties reached a tentative agreement entitled Collective Bargaining Agreement Between The City of New Haven and AFSCME Local 1303-464 (Attorney Union), July 1, 2020 - June 30, 2026 (the "2020-2026 Agreement"); and
WHEREAS in accordance with the Municipal Employee Relations Act, Section 7-474(b), the 2020-2026 Agreement must be submitted to the municipal legislative body within fourteen (14) days from that date of the agreement. Within thirty (30) days of the end of the fourteen (14) day period for submission, the legislative body must approve or reject the 2020-2026 Agreement; and
WHEREAS the Union ratified the Tentative Agreement on April 14th, 2023, requiring the Office of Labor Relations to submit the Tentative Agreement to the regular agenda of the Board of Alders by April 6th, 2023 in order to be placed on the agenda for the April 17th, 2023 Board of Alders meeting; and
WHEREAS the April 6th deadline did not allow Labor Relations and Finance enough time to prepare the Tentative Agreement submission for the regular agenda for the April 17th full Board of Alders meeting; and
WHEREAS Labor Relations is still bound by the 45 day statutory timeline for legislative approval; an...
