WHEREAS, Section 2-376 (A) of the Code of General Ordinances, "Unless expressly authorized
by law or by vote of the Board of Alders, the city shall not be bound by any contract executed after
one (1) year from the date thereof. The Board of Alders prior approval is necessary for any city
contract that does not go to bid that costs more than one hundred fifty thousand dollars ($150,000.00)"; and,

WHEREAS, The City of New Haven submitted a proposal to the Office of Justice Programs 2023
Community-Based Violence Intervention and Prevention solicitation to expand and enhance the
City's Program for Reintegration, Engagement, Safety, and Support and was awarded two million
dollars ($2,000,000) for a three-year period, which will be extended for an additional year; and

WHEREAS, The City of New Haven has received approval from the U.S. Department of
Justice, Bureau of Justice Assistance (BJA), to extend the grant for an additional year. The City
subsequently published a request for proposals to enter into contracts with vendors to implement
activities funded under the grant; and

WHEREAS, the vendors chosen by the review panel were Connecticut Violence Intervention
Program, the University of New Haven, Goodwill Industries of Southern New England, and 4-CT;
