RESOLUTION OF THE NEW HAVEN BOARD OF ALDERS AUTHORIZING THE CITY OF NEW HAVEN TO APPLY FOR AND ACCEPT A GRANT FROM THE CONNECTICUT DEPARTMENT OF ECONOMIC AND COMMUNITY DEVELOPMENT IN THE AMOUNT OF $200,000 TO SUPPORT THE ENVIRONMENTAL INVESTIGATION OF PROPERTIES AT 181 RUSSELL STREET AND 201 RUSSELL STREET NEW HAVEN FOR PROPOSED INDUSTRIAL OR COMMERCIAL DEVELOPMENT

WHEREAS, the owners (the "Owner") of those properties known as 181 Russell Street New Haven Connecticut 06513 and 201 Russell Street New Haven Connecticut 06513 (together the "Site") would consider transferring the Site to a certain partnership of businesses (together, the "Prospective Developer") which has expressed an interest in redeveloping the Site for an industrial or commercial use (the "Project"); and,
WHEREAS, preliminary environmental assessments have indicated that considerable contamination exists at the Site; and,
WHEREAS, supplemental environmental assessment is required in order to determine the extent of such contamination and whether remediation may be necessary prior to construction of the Project (the "Additional Investigation"); and,
WHEREAS, pursuant to Section 32-763 of the Connecticut General Statutes, the Connecticut Department of Economic and Community Development (the "State") is authorized to extend financial assistance for eligible costs of brownfield remediation projects and brownfield assessment projects; and,
WHEREAS, it is desirable and in the public interest that the City make an application to the State for a grant in the amount of Two Hundred Thousand Dollars and Zero Cents ($200,000.00) to enable the City to perform the Additional Investigation, so as to support the redevelopment of the Site by the Prospective Developer and to execute an Assistance Agreement for that purpose.
NOW, THEREFORE, BE IT RESOLVED by the New Haven Board of Alders that:
