ORDINANCE AMENDMENT TO APPROPRIATING ORDINANCE #3 FOR FISCAL YEAR 2025-2026 SEEKING APPROVAL TO ASSIGN $8 MILLION OF ADDITIONAL MUNICIPAL GRANTS-IN-AID TO ELIGIBLE CAPITAL PROJECTS AND REALLOCATE $8 MILLION IN AUTHORIZED GENERAL OBLIGATION BOND AUTHORIZED PROJECTS

WHEREAS, pursuant to Article VII of the City Code of Ordinances and Sections 2-388 through 2-397, any appropriation or assignment of funds requires approval by the Board of Alders; and the City of New Haven has received an additional $8 million in Municipal Grants-in-Aid under Public Act 21-111, Section 55, applicable to Fiscal Year 2025-26; and
WHEREAS, Municipal Grants-in-Aid funds are eligible for use under Connecticut General Statutes Section 13a-175a(a), which includes highway and bridge construction and maintenance, snow removal, traffic control infrastructure, and public transportation facilities; and
WHEREAS, the Mayor and the Director of Finance recommend using this additional State aid to reduce reliance on local bonding for previously approved capital projects, thereby allowing $8 million in General Obligation Bond authorizations to be reallocated toward other high-priority infrastructure needs; and
WHEREAS, this amendment supports the City's long-term capital planning goals by maximizing the use of State resources, minimizing local debt burden, and ensuring continued investment in public works, public safety, and education.
NOW, THEREFORE, BE IT ORDAINED by the New Haven Board of Alders that:
Section 1. $8 million in additional Municipal Grants-in-Aid funds be officially assigned to fund eligible capital projects, replacing equivalent City bond funding in the FY2025-26 Capital Budget, and reported in accordance with GAAP; and,
Section 2. The following adjustments be made to the Capital Budget:
? $2 million in Public Works Capital Budget appropriation shall be funded with State aid in place of City bond funds.
