ORDINANCE AMENDMENT TO THE CITY GENERAL CODE OF ORDINANCES UNDER CHAPTER 16 ½ (HUMAN SERVICES), ESTABLISHING A DEPARTMENT OF COMMUNITY RESILIENCE.

WHEREAS, Article VI, section 1 (B) of the City Charter requires the approval of the Board of Alders for the creation of a new city department(s) proposed by the Mayor; and
WHEREAS, Under Chapter 16 ½ (human Services), there is hereby established in the City of new Haven, a department of Community Resilience, which shall be overseen by the Director of Community Resilience; and
WHEREAS, The Director of Community Resilience shall be appointed by the mayor for a four-year (4) term as specified in the City Charter for department heads and work under the direction of the Community Services Administrator; and
WHEREAS, The Director of Community Resilience shall be responsible for administration of the department of Community Resilience, including, but not limited to:
• Planning, coordination, administration, and evaluation of services,
• Personnel selection, staff supervision, and management of funds within the limitations of sums appropriated for such purposes,
• Enforcement of such ordinances as may, from time to time, be enacted by the Board of Alders for the provision of or improvement of services,
• Monitoring and taking appropriate action to ensure that federal, State, and local laws/regulations pertaining to services are complied with by the City of New Haven,
• Creating such policies as are necessary to implement services provided.
NOW, THEREFORE, IT ORDANINED by the New Haven Board of under Article VI, Section 1 (B) of the City Charter that the Board of Alders approve the creation of the Department of Community Resilience and the Director of Community Resilience appointed by the Mayor for a four-year (4) term as specified in the City Charter for department heads.
