ORDER CALLING FOR A WORKSHOP ON ANNUAL HOMELESSNESS STRATEGIES AND INITIATIVES, AND DEPARTMENTAL UPDATES ON THE EFFECTIVENESS OF EXISTING PROGRAMS AND INITIATIVES MADE TO SOLVE THIS IMPORTANT SOCIAL PROBLEM.

WHEREAS: Chronic homelessness remains a serious issue in the City of New Haven; and
WHEREAS: Connecticut is one of four states that had taken the pledge, through a national campaign, to end chronic homelessness; and
WHEREAS: although the City of New Haven has been involved in the initiative to end chronic homelessness since 2016, and local nonprofits organizations continue to do this work; and
WHEREAS: according to reports by Continuums of Care to the U.S. Department of Housing and Urban Development, Connecticut had an estimated 3,033 people experiencing homelessness on any given day in January 2019, according to figures provided online by the U.S. Interagency Council on Homelessness; and
WHEREAS: The 2020 Point-in-Time count found 2,904 people were homeless in Connecticut, which was a 4% decrease since 2019 and a reduction of 35% since 2007; and
WHEREAS: homelessness in the city of New Haven is chronic and the crisis created by COVID-19 has made it clearer than ever that we must further prioritize and address this critical social problem for public health, individual well-being, our city, and the country.
NOW, THEREFORE, BE IT ORDERED that the Board of Alders convene a workshop to receive and review an update on annual homelessness strategies and initiatives, and departmental updates on the effectiveness of existing programs and initiatives made to solve this important social problem.
BE IT FURTHER ORDERED that all other relevant parties be invited to attend the workshop to access all efforts made to address this critical social issue.
