ORDINANCE TEXT AMENDMENT OF THE NEW HAVEN BOARD OF ALDERS AMENDING THE NEW HAVEN CODE OF ORDINANCES REGARDING THE FAIR RENT COMMISSION CHAPTER 12 3/4- FAIR RENT PRACTICES.

WHEREAS, pursuant to the City of New Haven Ordinances Section 12 3/4-1, the Fair Rent Commission exists for the purpose of controlling and eliminating excessive rental charges on residential property within the City of New Haven;

WHEREAS, the City of New Haven became the first municipality in Connecticut to approve the recognition of tenants' unions by its' Fair Rent Commission, on September 13, 2022;

WHEREAS, to date the Fair Rent Commission has recognized seven (7) tenants' unions in New Haven;

WHEREAS, the City of New Haven continues to see an expansion of tenants' unions being formed by residents of the City of New Haven, and an amendment, adding additional criteria to Section 12 3/4 regarding the definition of a tenants' union, would allow for recognition of additional tenants' unions, who are actively organizing, and for updates to be provided to the commission regarding tenants' unions membership rolls;

WHEREAS, an amendment to Chapter 12 3/4 would allow the Fair Rent Commission to update language to conform with Connecticut General Statues Section 47a-20;

WHEREAS, an amendment to Chapter 12 3/4 Sections 7, 10, and 11, adding additional criteria would improve the Fair Rent Commission process in allowing for more efficiency in the process as the commission receives an exponential influx of complaints; and

WHEREAS, the amendments help to provide additional clarity for all parties involved in Fair Rent Commission cases.

NOW, THEREFORE, BE IT ORDAINED by the New Haven Board of Alders that Chapter 12 3/4 of the Code of Ordinances of the City of New Haven be amended as follows:
