ORDER OF THE NEW HAVEN BOARD OF ALDERS FOR THE PAVEMENT OF KENTER PLACE IN ACCORDANCE WITH SECTION 27-154A OF THE CODE OF ORDINANCES AND THE PROPORTIONAL PAYMENT OF RELEVANT EXPENSES THEREIN IN ACCORDANCE WITH ARTICLE IV, SECTION 5. OF THE CHARTER.

WHEREAS, at its October 6th, 2025 Meeting, the Board of Alders updated the Code of Ordinances to establish a procedure for improvements to unaccepted streets by adding Sec. 27-154a to Title III, Chapter 27; and

 

WHEREAS, the residents and Alder of Kenter Place, an unaccepted street, have requested the consideration of improvements; and

 

WHEREAS, the unaccepted street has been reviewed in accordance with section 27-154a and it is the recommendation of the Director of Public Works and the City Engineer that the street be milled and paved to improve emergency access, the delivery of services and ongoing maintenance; and

 

WHEREAS, the estimated cost of these improvements if done in conjunction with our seasonal paving is predicted to be approximately $30,000; and

 

WHEREAS, upon the review of the administrative subcommittee referenced in New Haven Code of Ordinances, Title III, Chapter 2, Article VII, Section 2-405 these improvements have been recommended; and

 

WHEREAS, the committee recommends that the City absorb approximately 50% of these costs from its annual allocation for paving and that 50%, not to exceed $15,000, of these costs be absorbed by residents which shall be divided upon the interested property owners as defined in Section 27-154a(a)(2) equally and repaid to the City in accordance with Article IV, Section 5 of the Charter over the period of 20 years.

 

NOW, THEREFORE BE IT ORDERED that the Board of Alders of the City of New Haven direct the Director of Public Works to implement the proposed milling and paving in conjunction with the City’s seasonal paving; and

 

BE IT FURTHER ORDERED that the Board of Alders of the City of New Haven, upon the completion of paving, directs the Assessor to levy the corresponding charges on the impacted properties; and

 

BE IT FURTHER ORDERED THAT the City Town Clerk shall record these levies accordingly.
