ORDINANCE AMENDMENT OF THE NEW HAVEN BOARD OF ALDERS TO APPROPRIATING ORDINANCE NO. 1 FOR FY2024-25; PURSUANT TO ARTICLE VIII OF THE CITY CHARTER AND SECTIONS 2-385 TO 2-389 OF THE CODE OF GENERAL ORDINANCES APPROVING TRANSFER NO. 25-999 TO ELIMINATE NEGATIVE LINE-ITEM BALANCES FOR THE FISCAL YEAR ENDING JUNE 30, 2025.

 WHEREAS, Article VIII of the City Charter and Sections 2-385 through 2-389 of the Code of General Ordinances require the approval of the Board of Alders for transfers of funds within the General Fund budget to eliminate negative line-item balances; and

WHEREAS, on June 7, 2021, the Board of Alders authorized the acceptance of Local Fiscal Recovery Funds pursuant to the American Rescue Plan Act (ARPA); and

WHEREAS, during Fiscal Year 2024-25, revised U.S. Treasury guidance on the use of ARPA funds required adjustments to the City’s budget, which originally included $6 million in ARPA allocations for revenue replacement; and

WHEREAS, the U.S. Treasury has provided guidance that Revenue Replacement expense category must identify an existing project for which to use the funds; and

WHEREAS, in response to this guidance, the City reallocated funds to eligible capital projects in the FY2025-2026 budget and applied $5.8 million in ARPA interest earnings to address the resulting budget gap for FY2024-2025; and

WHEREAS, the City proposes to transfer previously approved ARPA project funding in the amount up to $2,500,000 to support Public Safety overtime expenditures for Fiscal Year 2024-25; and

WHEREAS, in the absence of the transfers of $5.8 million in ARPA interest earnings and $2.5 million of ARPA funds to support Public Safety Overtime, the City would have had a $11,824,699 million general fund deficit for Fiscal Year 2024-25; and

WHEREAS, at the conclusion of Fiscal Year 2024-25, several departmental line items reflected negative balances requiring budgetary transfer; and

WHEREAS, Transfer Number 25-999 has been prepared to eliminate such negative line-item balances.

NOW THEREFORE BE IT ORDAINED by the New Haven Board of Alders that Transfer Number 25-999 is hereby approved to eliminate negative line-item balances for Fiscal Year 2024-25 as follows:

Section 1. Transfer Number 25-999 shall be applied to cover negative line-item balances within City and Board of Education accounts. This transfer is an accounting adjustment for year-end compliance and does not reflect the overall financial performance of City departments or agencies.
