ORDER OF THE NEW HAVEN BOARD OF ALDERS AUTHORIZING THE MAYOR TO APPLY FOR AND ACCEPT THE CLIMATE POLLUTION REDUCTION GRANT AWARD FROM US ENVIRONMENTAL PROTECTION AGENCY TO REDUCE ENERGY BILLS AND CLIMATE POLLUTION THROUGH THE ESTABLISHMENT OF A NETWORKED GEOTHERMAL SYSTEM SERVING UNION STATION AND THE UNION SQUARE DEVELOPMENT AND TO ENTER INTO ASSOCIATED AGREEMENTS IN ORDER TO ACCEPT GRANT FUNDING AND CARRY OUT THE ASSOCIATED GRANT PROGRAM ACTIVITIES.

WHEREAS, the Board of Alders of the City of New Haven in 2019 declared a climate emergency and its commitment to lead an emergency mobilization effort that, with appropriate financial and regulatory assistance from state and federal authorities, ends community-wide greenhouse gas emissions by December 31, 2030;
WHEREAS, networked geothermal systems utilize the earth’s heat to provide heating and cooling to new and existing buildings without utilizing fossil fuels;
WHEREAS, networked geothermal systems provide residents and businesses with clean energy for heating, cooling, and hot water at an operating cost lower than other any other source of energy;
WHEREAS, the New Haven Office of Climate and Sustainability seeks to implement decarbonization solutions that have the potential to provide clean, low-cost at the neighborhood scale;
WHEREAS, the City of New Haven will apply for funding from the US Environmental Protection Agency; and upon receipt of such grant, the City will accept said grant in its entirety, and subgrant a portion of grant funding to the New Haven Parking Authority; and
WHEREAS, the US Environmental Protection Agency has issued a request for proposals, entitled the Climate Pollution Reduction Grant program, intended to achieve significant cumulative greenhouse gas pollution reductions, reduce co-pollutants harmful to human health, and pursue innovative and replicable programs.
NOW, THEREFORE, BE IT ORDERED by the Board of Alders of the City of New Haven that the Mayor, on behalf of the City, is authorized to apply for and accept the grant mentioned herein from the US Environmental Protection Agency.
BE IT FURTHER ORDERED that the Mayor is authorized to execute said application for funding for an amount of $9,420,000, to execute any revisions, amendments or modifications to said contract, and to sign any associated federal agreements, agreements with contractors, and other documents, any of which may have a term of longer than one year and any federal agreements that may include indemnification provisions, that the Mayor deems desirable or necessary, including any subsequent amendments to agreements, in order to accept grant funding and carry out the associated grant program activities.
