RESOLUTION OF THE NEW HAVEN BOARD OF ALDERS AUTHORIZING THE CITY OF NEW HAVEN TO APPLY FOR AND ACCEPT AN “KAISER PERMANENTE CENTER FOR GUN VIOLENCE RESEARCH AND EDUCATION GRANT” FROM THE KAISER PERMANENTE CENTER IN COLLABORATION WITH HEALTH ALLIANCE FOR VIOLENCE INTERVENTION IN THE AMOUNT OF $100,000 TO SUPPORT RESEARCHERS AND ORGANIZATIONS INVESTIGATING HEALTH-FOCUSED APPROACHES TO ADDRESS GUN VIOLENCE AND WHO WORK CLOSELY WITH COMMUNITIES AFFECTED BY GUN VIOLENCE.

WHEREAS, Section 2-376 (A) of the Code of General Ordinances states that “Unless expressly authorized by law or by vote of the Board of Alders, the city shall not be bound by any contract executed after one (1) year from the date thereof. The Board of Alders prior approval is necessary for any city contract that does not go to bid that costs more than one hundred and fifty thousand dollars ($150,000.00); and

 

WHEREAS, Kaiser Permanente Center for Gun Violence in collaboration with Health Alliance for Violence Intervention issued a Request for Application (RFA) to support researchers and organizations investigating health-focused approaches to address gun violence and those directly affected by gun violence on August 2, 2025; and

 

WHEREAS, Kaiser Permanente Center for Gun Violence in collaboration with Health Alliance for Violence Intervention had a deadline of September 3, 2025 for applicants to apply; and

 

WHEREAS, the City of New Haven is planning to publish a request for proposal to enter into contract with the Kaiser Permanente Center for Gun Violence in collaboration with Health Alliance for Violence Intervention; and

 

WHEREAS, the City is seeking approval to enter into a two-year agreement with an estimated timeframe of December 5, 2025 to December 5, 2027, contingent on Board of Alder approval; and

 

WHEREAS, this grant would provide additional funding and capacity for the Office of Violence Prevention, under the Department of Community Resilience, to collaborate with Yale New Haven Hospital and community-based organizations within New Haven on reaching the goal of addressing gun violence through research, capacity building, criminal violence intervention and public health approach.

 

NOW THEREFORE BE IT RESOLVED by the Board of Alders of the City of New Haven that the Mayor, on behalf of the City, is authorized to apply for and accept the grant mentioned herein from the Kaiser Permanente Center for Gun Violence in collaboration with Health Alliance for Violence Intervention; and

 

BE IT FURTHER RESOLVED THAT the Board of Alders of the City of New Haven authorizes the Mayor to execute said application for funding in the amount of up to $100,000, to execute any revisions, amendments or modifications to said application and contract, and to sign any associated state agreement, any of which may have a term of longer than one year and any state agreements that may include indemnification provisions, that the Mayor deems desirable or necessary, including any subsequent amendments to agreements, in order to accept grant funding and carry out the associated grant program activities.
