ORDER OF THE NEW HAVEN BOARD OF ALDERS AUTHORIZING THE CITY OF NEW HAVEN (MAYOR, CONTROLLER OR BUDGET DIRECTOR) TO ENTER INTO THREE-YEAR AGREEMENTS WITH THE CONNECTICUT VIOLENCE INTERVENTION PROGRAM IN THE AMOUNT OF THREE HUNDRED NINETY-SEVEN, NINE HUNDRED SEVENTY-FIVE DOLLARS AND SEVENTY-ONE CENTS ($397,975.71), PROJECT MORE IN THE AMOUNT OF TWO HUNDRED FIFTY THOUSAND NINE HUNDRED ONE DOLLARS AND SIXTY-FOUR CENTS ($250,901.64), PROJECT LONGEVITY IN THE AMOUNT OF TWO HUNDRED NINETY-TWO THOUSAND FORTY-ONE DOLLARS AND EIGHTY-SIX CENTS ($292,041.86), THE UNIVERSITY OF NEW HAVEN IN THE AMOUNT OF ONE HUNDRED EIGHT THOUSAND EIGHT HUNDRED EIGHTY-SIX DOLLARS ($108,886.00), AND 4-CT IN THE AMOUNT OF FOUR HUNDRED EIGHTY-FIVE THOUSAND NINE HUNDRED FORTY-SIX DOLLARS ($485,946.00) TO IMPLEMENT ACTIVITIES FUNDED UNDER FEDERAL GRANT AWARD FROM THE OFFICE OF JUSTICE PROGRAMS.

WHEREAS, Section 2-376 (A) of the Code of General Ordinances, “Unless expressly authorized by law or by vote of the Board of Alders, the city shall not be bound by any contract executed after one (1) year from the date thereof. The Board of Alders prior approval is necessary for any city contract that does not go to bid that costs more than one hundred thousand dollars ($100,000.00)”; and,
WHEREAS, The City of New Haven submitted a proposal to the Office of Justice Programs 2023 Community-Based Violence Intervention and Prevention solicitation to expand and enhance the City’s Program for Reintegration, Engagement, Safety, and Support and was awarded two million dollars ($2,000,000) for three years; and,
WHEREAS, The City of New Haven published a request for proposals to enter into contracts with vendors to implement the activities funded by the grant and,
WHEREAS, the vendors chosen by the review panel were Connecticut Violence Intervention Program, Project MORE, Project Longevity, the University of New Haven, and 4-CT; and,
WHEREAS, The City is seeking approval to enter into a three-year agreement with an estimated timeframe of February 1, 2024, to September 30, 2026, depending on Board of Alder Approval.
NOW, THEREFORE, BE IT ORDERED by the New Haven Board of Alders that the City Mayor, Controller, or Budget Director be authorized to enter into three-year agreements, effective February 1, 2024 through September 30, 2026, with Connecticut Violence Intervention Program for $397,975.71, Project MORE for $250,901.64, Project Longevity for $292,041.86, the University of New Haven for $108,886.00, and 4-CT for $485,946.00, for a total of $1,535,751.21.
