RESOLUTIONS OF THE NEW HAVEN BOARD OF ALDERS OF THE CITY OF NEW HAVEN (1)AUTHORIZING THE SUPERINTENDENT OF SCHOOLS TO APPLY FOR STATE HVAC INDOOR AIR QUALITY (IAQ) GRANTS FROM THE STATE OF CONNECTICUT DEPARTMENT OF ADMINISTRATIVE SERVICES, (2) AUTHORIZING CITYWIDE SCHOOL BUILDING STEWARDSHIP COMMITTEE TO ACT AS BUILDING COMMITTEE FOR HVAC IAQ GRANTS AND (3) AUTHORIZING PREPARATION OF SCHEMATIC DRAWINGS AND SPECIFICATIONS FOR HVAC IAQ GRANTS.

BODY

1)RESOLUTION that the New Haven Board of Alders authorizes the New Haven Board of Education, acting by and through the Superintendent of Schools, to apply to the Commissioner of Administrative Services and to accept or reject for HVAC IAQ Grants at the schools listed below:

 

a.                     Fair Haven School

b.                     Lincoln-Basset School

c.                     Brennan-Rogers Art of Communication and Media Magnet School

d.                     Edgewood Creative Thinking Through STEAM School

 

LET IT BE FURTHER RESOLVED, in furtherance thereof, the New Haven Board of Alders authorizes the submission of such documentation as necessary and expedient to accomplish the purposes of the application, that the previously approved Long Term Maintenance and Stewardship account of the FY22 and FY24 Capital Budget is the source of funds for the expenditure of the local share amount of $1,050,000, and agrees to indemnify the State of Connecticut in accordance with the requirements of the Commissioner of Administrative Services.

 

2)RESOLUTION that the existing Citywide School Building and Stewardship Committee is hereby authorized as the building committee about the HVAC IAQ Grants at:

 

a.                     Fair Haven School

b.                     Lincoln-Basset School

c.                     Brennan-Rogers Art of Communication and Media Magnet School

d.                     Edgewood Creative Thinking Through STEAM School

 

with said Citywide School Building Stewardship Committee charged with supervision and execution of each project.

 

3)RESOLUTION that the New Haven Board of Alders authorizes at least the preparation of schematic drawings and outline specifications by the New Haven Board of Education, acting by and through the Superintendent of Schools, for each HVAC IAQ Grant at the schools listed below, with each project, described generally as follows:                     

 

a.                     Fair Haven School

Fair Haven School-Rooftop Project

All the mechanical cooling and gas heat rooftop units at Fair Haven need to be replaced because they are R22 and have also met their life expectancy.  These units should be replaced with packaged roof top units with variable speed drives, mechanical cooling, and operating on 410a refrigerant.

 

b.                     Lincoln-Basset School

Lincoln-Basset-Rooftop Project

All the mechanical cooling and gas fired rooftop units at Lincoln Basset need to be replaced because they have met their life expectancy and operate on R22. These roof top units should be replaced with packaged roof top units with variable speed drives, mechanical cooling, and operating on 410a refrigerant.

 

c.                     Brennan-Rogers Art of Communication and Media Magnet School

Brennan-Rogers School-Rooftop Project

All the mechanical cooling and gas-fired rooftop units at Brennan need to be replaced because they have met their life expectancy and also operate on R22. These roof top units need to be replaced with variable speed drives, mechanical cooling, and 410a refrigerant.

The chiller at Brennan also operates on R22 and has met its life expectancy and needs to be replaced with a variable speed chiller operating on modern refrigerant.

 

d.                     Edgewood Creative Thinking Through STEAM School

Edgewood School-Rooftop & Split Unit Project

There are 3 large rooftop units with mechanical cooling and gas heat. These units need to be replaced with package units with variable speed drives, mechanical cooling, and 410a refrigerant. There are also 15 split units serving classrooms that need to be replaced with modern units running off modern refrigerant.
