RESOLUTION OF THE NEW HAVEN BOARD OF ALDERS AUTHORIZING THE CITY OF NEW HAVEN TO APPLY FOR AND ACCEPT FUNDING THROUGH THE CONNECTICUT DEPARTMENT OF ECONOMIC AND COMMUNITY DEVELOPMENT’S INNOVATION CLUSTER PROGRAM.

WHEREAS, the Connecticut Department of Economic and Community Development (DECD) is making available up to $100 million to support the growth of innovation clusters towards the catalytic advancement of key economic sectors, including but not limited to biotechnology, financial services and technology, advanced manufacturing, renewable energy, insurance services and technology, software development, artificial intelligence, quantum technology and advanced computing;
WHEREAS, the New Haven region has a competitive advantage in the fields of bioscience and quantum technologies due in part to scientific research and development and due in part to the region’s sustained focus on economic development related to research and development;
WHEREAS, the City of New Haven (the “City”) responded to DECD’s Request for Information;
WHEREAS, as envisioned, the Quantum & Bioscience Cluster can be a globally competitive innovation district, building upon the State of Connecticut’s life science infrastructure, so as to solidify its leadership in bioscience and foster growth in quantum technologies;
WHEREAS, following a competitive process, DECD has selected the following partners as part of our region’s Quantum & Bioscience Cluster team: QuantumCT, Yale University, UCONN, University of New Haven, Quinnipiac University, Cambridge Innovation Center, Ancora L&G, Winstanley Enterprises, Cure Rare Disease, BioCT and the City of New Haven;
WHEREAS, proposed investments will focus on longstanding priorities such as completing the New Haven Downtown Crossing project and adhering to inclusive growth by connecting residents to opportunities in emerging job sectors, cultural equity, new public infrastructure of promenades, bike and pedestrian paths, and streetscape enhancements; and
WHEREAS, the City held a duly noticed public hearing with respect to the aforementioned grant program on Thursday, April 3, 2025.
NOW, THEREFORE, BE IT RESOLVED by the New Haven Board of Alders hereby approves the City joining Quantum & Bioscience Innovation Cluster for the purposes of applying for and accepting funding from the Connecticut DECD.
BE IT FURTHER RESOLVED by the New Haven Board of Alders that the Mayor is authorized to take or cause to be taken such actions, including, but not limited to, the negotiation and execution of any Assistance Agreement on behalf of the City with the DECD together with and any other agreements, instruments and documents, that such official deems necessary, or as desirable which may include indemnifications of the State of Connecticut (the “State”) DECD or any other appropriate agency, as may be required by the State, all as appropriate or desirable to implement the terms of any such agreement and consummate the intention of this Resolution.
BE IT FURTHER RESOLVED by the New Haven Board of Alders the Mayor is further authorized to apply for non-state matching funding as may be appropriate and in furtherance of implementation of the Quantum & Bioscience Innovation Cluster.
