ORDINANCE AMENDMENT OF THE NEW HAVEN BOARD OF ALDERS TO APPROPRIATING ORDINANCE # 1 FOR FISCAL YEAR 2026-2027 AUTHORIZING BUDGET TRANSFER 137-27-10 IN THE AMOUNT OF $219,190 FROM POLICE DEPARTMENT SUPPORT SERVICES SALARY ACCOUNT ($105,000), FINANCE RECEIVABLE SALARY ACCOUNT ($28,000), OFFICE OF POLICY MANAGEMENT AND GRANTS ACCOUNTING DIVISION SALARY ACCOUNT ($20,000), YOUTH AND RECREATION ADMINISTRATION SALARY ACCOUNT ($25,000) AND CONTRACTUAL RESERVE ACCOUNT ($41,190), TO THE FINANCE CONTROLLER’S OFFICE SALARY ACCOUNT ($148,526) AND FINANCE INTERNAL AUDIT DIVISION SALARY ACCOUNT ($70,664); AND THE CREATION OF THE POSITIONS OF DEPUTY CONTROLLER FINANCE AND OPERATIONS AND AUDITOR II; AND TO RECLASSIFY POSITION 18001 NETWORK ADMINISTRATOR AND POSITION 6000 SYSTEM ADMINISTRATOR TO TWO (2) SENIOR IT INFRASTRUCTURE ADMINISTRATOR POSITIONS WITHIN THE FINANCE INFORMATION AND TECHNOLOGY DEPARTMENT.

WHEREAS, Article VIII, Section 3 of the City Charter and Section 2-383 (1) of the Code of
General Ordinances require the approval of the Board of Alders for the transfer of funds within the General Fund Operating Budget, as adopted and Section 2-386 of the Code of General Ordinances requires the approval of the Board of Alders to create a position not included in the budget as adopted, or to reclassify an existing and included position; and
WHEREAS, the Finance Department is seeking approval for budget transfer 137-27-10 in the amount of $219,190; and
Section 1:
WHEREAS, with the funds from budget transfer 137-27-10, the Finance Department is seeking approval for the creation of the following positions:

WHEREAS, the funds for the transfer are available from the following sources:
1) $105,000 from Police Support Services 12012080-50110, due to Position #27001 Superintendent/Police Vehicle being duplicated in the fiscal year 2026-2027 budget; and
2) $28,000 from Finance-Receivable 11371300-50110 due to Position #2140 Receivables Collector (Supervisor) being hired at a lower salary than budgeted; and
3) $20,000 from OPMG-Accounting 11441100-50110, due to Position #130 Accounting Audit Coordinator being hired at a lower salary than budgeted; and
4) $25,000 from Youth and Recreation 13091010-50110 due to Position #130 Executive Admin. Assistant being hired at a lower salary than budgeted; and
5) $41,190 from Contract Reserve 14071010-50110, as the Contract Reserve Account is used for personnel, benefits or other contractual services within the FY 2026-2027 budget; and

WHEREAS, the Finance Information and Technology Division is seeking approval for the creation and reclassification of the following positions; and

WHEREAS, the funding to pay for this reclassification is due to a scrivener’s error in the budget; and
WHEREAS, in December 2025, the Board of Alders approved (OR-2025-0032) and the reclassification of the Deputy Manager/Public Safety to Supervisor of Applications; and
WHEREAS, this change was not reflected in the Mayors proposed or Board of Alders approved budget and thus the higher salary of Deputy Manager/Public Safety was adopted with a difference in salary resulting in a savings of $25,956.00.
NOW, THEREFORE, BE IT ORDAINED by the New Haven Board of Alders that budget transfer # 137-27-10 is hereby approved; and
BE IT FURTHER ORDAINED by the New Haven Board of Alders that it hereby authorizes the transfer of funds from Police Department support services salary account (12012080-50110 $105,000), finance receivable salary account (11371300-50110 $28,000), Office of Policy Management and Grants accounting division salary account (11441100-50110 $20,000), Youth and Recreation salary account (13091010-50110 $25,000) and contractual reserve account (14071010-50110 $41,190) to Finance Controllers Office Salary Account (11371010-50110 $148,526) and Finance Internal Audit Division Salary Account (11371090-50110 $70,664); and
BE IT FURTHER ORDAINED by the New Haven Board of Alders that it hereby authorizes
1. The creation of the positions of Deputy Controller of Finance and Operations and Auditor II; and
2. The reclassification of IT positions 18001 Network Administrator, and 6000 System Administrator, to Senior IT Infrastructure Administrator (2 positions).
