WHEREAS, with Board of Alders approval, the City of New Haven entered into an Agreement 2025-CON-0336 with Continuum of Care on August 15, 2025 expiring June 30, 2026 to operate Elm City COMPASS (Compassionate Allies Serving Our Streets), New Haven’s Community Crisis Response Team; and

WHEREAS, Continuum of Care, Inc has operated the team since Elm City COMPASS’ launch in November 2022 completing over 4,240 crisis response; and

WHEREAS, the City of New Haven seeks to continue crisis team operations at the current staffing levels to provide a critical service to New Haven residents experiencing mental health and substance use crises.

NOW, THEREFORE, BE IT ORDERED by the New Haven Board of Alders that the City of New Haven’s Mayor or Controller is authorized to enter into an agreement with Continuum of Care, Inc, from July 1, 2026 through June 30, 2027 to operate the Elm City COMPASS community responder program for an amount not to exceed one million two hundred seventy thousand dollars and zero cents ($1,270,000.00), including three (3) options to renew the contract for additional 12-month term in accordance with the terms outlined in Appendix A (enclosed), each contingent on funding availability, as well as authorization to execute any additional instruments that may be deemed necessary or expedient to implement the terms of the agreement.

Appendix A

This Appendix outlines the performance period for each option to renew (contingent upon funding availability). The performance period for each option to renew includes:

                     Option to renew #1: July 1, 2027 to June 30, 2028

                     Option to renew #2: July 1, 2028 to June 30, 2029

                     Option to renew #3: July 1, 2029 to June 30, 2030
