RESOLUTION OF THE NEW HAVEN BOARD OF ALDERS AUTHORIZING THE CITY OF NEW HAVEN TO APPLY FOR AND ACCEPT AN “IMPLEMENTING A PUBLIC HEALTH APPROACH TO ADDRESS COMMUNITY GUN VIOLENCE” GRANT FROM THE CONNECTICUT DEPARTMENT OF PUBLIC HEALTH IN THE AMOUNT OF $1,000,000 TO INCREASE CAPACITY AND FUNDING FOR NEW HAVEN VIOLENCE PREVENTION INITIATIVES

WHEREAS, Section 2-376 (A) of the Code of General Ordinances states that “Unless expressly authorized by law or by vote of the Board of Alders, the city shall not be bound by any contract executed after one (1) year from the date thereof. The Board of Alders prior approval is necessary for any city contract that does not go to bid that costs more than one hundred and fifty thousand dollars ($150,000.00); and,
WHEREAS, the State of Connecticut Department of Public Health (“CTDPH”) issued a Request for Application (RFA) for the “Implementing a Public Health Approach to Address Community Gun Violence” on March 31, 2025; and,
WHEREAS, CTDPH has a deadline of April 25, 2025 for applicants to submit a letter of intent to apply; and,
WHEREAS, the City of New Haven is planning to publish a letter of intent to publish a request for proposal to enter into contract with the Department of Public Health; and,
WHEREAS, the City is seeking approval to enter into a two-year agreement with an estimated timeframe of September 1, 2025 to June 30, 2027, contingent on Board of Alder approval; and,
WHEREAS, this grant would provide additional funding and capacity for the Office of Violence Prevention, under the Department of Community Resilience, to collaborate with community-based organizations within New Haven on reaching the goal of addressing gun violence through a criminal violence intervention and public health approach.
NOW, THEREFORE BE IT RESOLVED by the Board of Alders of the City of New Haven that the Mayor, on behalf of the City, is authorized to apply for and accept the grant mentioned herein from the Connecticut Department of Public Health; and,
BE IT FURTHER RESOLVED THAT the Board of Alders of the City of New Haven authorizes the Mayor to execute said application for funding in the amount of $1,000,000, to execute any revisions, amendments or modifications to said application and contract, and to sign any associated state agreement, any of which may have a term of longer than one year and any state agreements that may include indemnification provisions, that the Mayor deems desirable or necessary, including any subsequent amendments to agreements, in order to accept grant funding and carry out the associated grant program activities.
