ORDER OF THE NEW HAVEN BOARD OF ALDERS APPROVING AN AMENDMENT TO THE YALE UNIVERSITY CENTRAL/SCIENCE CAMPUS OVERALL PARKING PLAN.

WHEREAS, by communication dated March 22, 2024, from Stephen Murphy, Vice President for Finance and Chief Financial Officer, Yale University has requested that the Board of Alders approve an amendment to Yale University’s Central/Science Campus Overall Parking Plan in connection with the Application for Development Permit/Site Plan review submitted to the City Plan Commission on March 21, 2024, pertaining to the Yale University Science Hill block and the subsequent related Application for Development Permit/Site Plan Review that is to be submitted to the City Plan Commission pertaining to the remaining phase of the project (the “Applications for Development Permit/Site Plan Review”);
WHEREAS, this amendment address the net reduction of 175 existing parking spaces and the 76 additional parking spaces required for the project under Section 12(b)(1)(g);)of the Zoning Ordinance; and
WHEREAS, during the Joint Community Development/Legislation Committee meeting held on Wednesday, May 8, 2024, various concerns were raised by residents and Alders.
WHEREAS, the Applications for Development Permit/Site Plan review involve the construction of a physical sciences and engineering building, parking garage, geothermal system, thermal plant, utilities and associated improvements, and the removal of certain existing structures including the existing Pierson-Sage parking garage and portions of Wright Laboratory, on the Science Hill campus of Yale University, all as set forth more particularly in the communication submitted by Yale University.
NOW, THEREFORE, BE IT ORDERED by the New Haven Board of Alders that the requested amendment to Yale University’s Central/Science Campus Overall Parking Plan in connection with the Applications for Development Permit/Site Plan Review is approved.
BE IT FURTHER ORDERED the New Haven Board of Alders directs Yale University to include in its next annual update on the Central Science overall parking plan likely in December 2024: a report from a parking engineering firm including an analysis of on-street parking of a broader area bordering Science Hill including for example, Mansfield Street, Winchester Avenue, Division Street, and Canal Street; a parking fee market analysis for downtown and nearby areas of New Haven; a more detailed engagement or participation analysis in the university’s parking demand management programs.
