ORDER OF THE BOARD OF ALDERS AUTHORIZING THE CITY OF NEW HAVEN TO ENTER INTO A MULTI-YEAR AGREEMENT WITH BIOLABS NEW HAVEN FOR USE OF CLASSROOMS, COMMON SPACE AND SCIENTIFIC EQUIPMENT ON BEHALF OF NEW HAVEN PUBLIC SCHOOLS IN SUBSTANTIALLY THE FORM SUBMITTED TO THE BOARD OF ALDERS

WHEREAS, as of August 1, 2020, the City of New Haven (the “City”), the New Haven Parking Authority and the WE 101 College Street LLC (the “Owner”) entered into a Development and Land Disposition Agreement (the “DLDA”) concerning the development of WE 101 College Street LLC as a medical, laboratory and research-based facility at 101 College Street, New Haven; and,

 

WHEREAS, pursuant to the provisions of Section 5.2 (H) of the DLDA, the Owner has designated certain space in the Building as incubator space for entrepreneurial purposes (the “Incubator Space”) a portion of which Incubator Space has been set aside by the Owner for use by the New Haven Public Schools (“NHPS”) for academic programs centering around science, technology, engineering and mathematics (“STEM Academic Classrooms”), focused on the life sciences and biotechnologies; and

 

WHEREAS, in accordance with the provisions of the DLDA, NHPS, the City, the Owner, Southern Connecticut State University and Connecticut State Colleges and Universities Gateway Campus have collaborated on workforce programs aimed to dramatically elevate science-focused academic achievement and career advancement in key economic sectors for the greater New Haven region; and,

 

WHEREAS NHPS wishes to use the STEM Academic Classrooms for a new BioCity Academy and collaborate with other academic partners to fully use the STEM Academic Classrooms toward workforce development goals; and,

 

WHEREAS, pursuant to President Biden’s Executive Order 13985 on Advancing Racial Equity and Support for Underserved Communities through the Federal Government, the City has underscored the racial wealth gap and opportunities to create intergenerational wealth through the pandemic recovery process in part by deploying funds made available by the Federal Government for career pathways and academic excellence; and,

 

WHEREAS, the STEM Classrooms at 101 College Street will be fully furnished and equipped to professional standards, thereby creating a sense of belonging, aspiration and access for students of New Haven Public Schools; and,

 

WHEREAS, the BioCity curriculum will support the whole student and build a foundation for learning within a professional setting.

 

NOW, THEREFORE BE IT ORDERED, that the Board of Alders hereby authorizes Mayor Justin Elicker to enter into a multi-year License and Service Agreement with BioLabs New Haven, or such other entity as may be designated by the Owner from time to time, in substantially the form delivered to the Board of Alders accompanying the submission of this Order.
