ORDINANCE AMENDMENT OF THE NEW HAVEN BOARD OF ALDERS TO APPROPRIATING ORDINANCE # 1 RECLASSIFYING ONE POLICE MECHANIC TO LEAD MECHANIC WITHIN THE POLICE DEPARTMENT AND RECLASSIFYING BENEFITS ADMINISTRATOR TO BENEFITS OPERATIONS MANAGER WITHIN THE CHIEF ADMINISTRATIVE OFFICE DIVISION OF HUMAN RESOURCES

WHEREAS, Article VIII, Section 3 of the City Charter and Section 2-383 (1) of the Code of General Ordinances require the approval of the Board of Alders for the transfer of funds within the General Fund Operating Budget, as adopted; and
WHEREAS, Section 2-386 of the Code of General Ordinances requires approval of the Board of Alders to create a position not included in the budget as adopted, or to reclassify an existing and included position; and
Section 1:
WHEREAS, a new vacancy occurred in July with the retirement of Police Mechanic Thomas Castelli; and
WHEREAS, the Police Department has recognized the benefit of recognizing a Lead within the classification of Mechanic to assign additional responsibilities and take responsibility in the absence of the Superintendent of Police Vehicles; and
WHEREAS, the Position of Lead Mechanic Fire already exists within the Local 421/71 agreement and reflects similar roles and responsibilities to those anticipated for the title of Lead Mechanic Police; and
WHEREAS, the Police Department is seeking approval to reclassify the following position:
Current Information
#5570 Police Mechanic, Local 424/71, Range 7 / Step 2 $77,697
Revised Information
Lead Mechanic Police, Local 424/71, Range 8 / Step 2 $84,887; and
WHEREAS, the Police Department has lapsed salary from the vacancy of the position since July, exceeding the $7,190 difference thereby not requiring a change to the total appropriation in the Police salary account; and
Section 2:
WHEREAS, a new vacancy is anticipated with the retirement of the Benefits Administrator on October 2nd; and
WHEREAS, the title and associated job description are over 20 years old and there have been significant changes in the demands of the job in that time, including the move to Human Resources and the need to participate in confidential negotiations and plan design; and
WHEREAS, Human Resources would like to update the job description and title to better reflect the current practices and needs of the department, including removing any conflict by moving the position to the Executive Management and Confidential Employees Unit; and
WHEREAS, the associated salary with the new title/position will be filled at or below the current budgeted salary; and
WHEREAS, as such the Human Resources is seeking approval to reclassify the following position:

Benefits Operations Manager, Executive Management & Confidential E5 - $111,670
NOW THEREFORE BE IT ORDAINED by the New Haven Board of Alders that:
Section 1. The title of one vacant Police Mechanic position #5570 be reclassified to the title of Lead Mechanic Police
Section 2. The title of Benefits Administrator position #6035 be reclassified to Benefits
