ORDER OF THE NEW HAVEN BOARD OF ALDERS AUTHORIZING THE CITY OF NEW HAVEN TO ENTER INTO AN AGREEMENT IN THE AMOUNT OF $250,901.64 WITH GOODWILL OF SOUTHERN NEW ENGLAND TO COORDINATE AND EXECUTE THE OPENING AND OPERATION OF THE CITY’S REENTRY WELCOME CENTER IN AN ATTEMPT TO REDUCE RECIDIVISM, GUN VIOLENCE, VIOLENT CRIME, AND OTHER OFFENSES THROUGH A CRIMINAL VIOLENCE INTERVENTION, TRAUMA-INFORMED, AND PUBLIC HEALTH APPROACH.

WHEREAS, Section 2-376 (A) of the Code of General Ordinances states that “Unless expressly authorized by law or by vote of the Board of Alders, the city shall not be bound by any contract executed after one (1) year from the date thereof. The Board of Alders prior approval is necessary for any city contract that does not go to bid that costs more than one hundred and fifty thousand dollars ($150,000.00); and
WHEREAS, the City of New Haven’s Office of Violence Prevention issued a Request for Proposal (RFP) for the “Reentry Welcome Center Supporting Returning Citizens to the City of New Haven” on August 14, 2025; and
WHEREAS, the City of New Haven’s Office of Violence Prevention closed the submission of applications on September 16, 2025, for applicants to apply; and
WHEREAS, the City of New Haven was awarded $2,000,000 for three years in October 2023 by the Department of Justice, Bureau of Justice Assistance to expand and enhance the City’s Program for Reintegration, Engagement, Safety, and Support, to which funding is still available; and
WHEREAS, using this available funding, the City of New Haven is planning to enter into an agreement in the amount of $250,901.64 with the Goodwill of Southern New England in partnership for the City of New Haven’s Reentry Welcome Center; and
WHEREAS, the City is seeking approval to enter into a multi-year agreement with an estimated timeframe of January 1, 2026 to September 30, 2026, contingent on Board of Alder approval; and
WHEREAS, this agreement would provide additional capacity for the Office of Violence Prevention, under the Department of Community Resilience, to collaborate with community-based organizations within New Haven on reaching the goal of addressing the approximate 800-900 individuals coming home from incarceration in an attempt to reduce recidivism, gun violence, violent crime, and other offenses through a criminal violence intervention and public health approach through the City’s Reentry Welcome Center.
NOW, THEREFORE BE IT ORDERED by the Board of Alders of the City of New Haven that the Mayor, on behalf of the City, is authorized to execute the agreement between the City of New Haven’s Office of Violence Prevention and Goodwill of Southern New England; and
BE IT FURTHER ORDERED that the Board of Alders of the City of New Haven authorizes the Mayor to execute said agreement in the amount of $250,901.64, to execute any revisions, amendments or modifications to said agreement and any associated grant agreements, that the Mayor deems desirable or necessary to carry out the associated grant program activities.
