RESOLUTION AUTHORIZING THE MAYOR TO APPLY FOR, EXECUTE, ACKNOWLEDGE, IMPLEMENT AND DELIVER ANY AND ALL DOCUMENTS AS MAY BE CONSIDERED NECESSARY OR APPROPRIATE FOR THE ROBERT WOOD JOHNSON FOUNDATION GRANT: GLOBAL IDEAS FOR U.S. SOLUTIONS: CITIES TAKING ACTION TO ADDRESS HEALTH, EQUITY, AND CLIMATE

WHEREAS: The Global Ideas for U.S. Solutions: Cities Taking Action to Address Health, Equity, and Climate grant opportunity was announced by the Robert Wood Johnson Foundation and the City of New Haven (the “City”) worked to develop applications in a manner consistent with the foundation grant requirements; and

 

WHEREAS: the City has highlighted the need for sustainability and climate mitigation in its Climate and Sustainability Framework Plan (2018) Comprehensive Plan Update, Vision 2025 (2015), Plan for Greenways and Trails (2004); and

 

WHEREAS: Environmental Determinants of Health and Health Inequities are disproportionately affecting New Haven’s most vulnerable populations are place based and affected by climate change impacts; and


WHEREAS: the Robert Wood Johnson Foundation grant Global Ideas for U.S. Solutions: Cities Taking Action to Address Health, Equity, and Climate seeks to implement innovative practices from global cities in a US city context; and

 

WHEREAS: the RWJF grant may be used to support alternative transportation plans and community events (pedestrian or bicycle); and improve air quality

 

WHEREAS: the RWJF grant may be used to collect data and participatory input for purpose of developing Green Ordinances to mitigate climate change impacts and improve air quality, storm water management with direct benefits to health and safety

 

WHEREAS:  recognizing the highly competitive nature of the RWJF grant program, the City is making application for up to $600,000 funding, with

 

WHEREAS: the grant activities would contribute to the health equity by providing opportunity for informing policy, improved air quality, outdoor exercise, environmental understanding and supports the livability of New Haven; and

 

WHEREAS: the grant activities would be a joint endeavor with City Plan, Transportation, Traffic and Parking, Engineering Department and Food Policy Departments and builds on existing programs and initiatives within those department; and

 

WHEREAS: the grant activities would be a joint endeavor with CT Department of Health, Yale Center for Climate and Health, and UCONN School of Plant Science and Landscape Architecture and other local nonprofit partners; and

 

 

NOW THEREFORE, BE IT RESOLVED THAT: the Board of Alders authorizes the Mayor, Justin Elicker, to apply for, execute, acknowledge, implement and deliver any and all documents as may be considered necessary or appropriate for the Connecticut Recreational Trails grant; which documents may include indemnifications of the federal or state agencies involved in the funding, to the extent necessary in order to obtain the same; and 

 

BE IT FURTHER RESOLVED THAT:  the Mayor may enter into such agreements for RWJF grant funding for lesser amounts, in the event the City is awarded a grant at a lower funding level, and

 

BE IT FURTHER RESOLVED THAT:  the Mayor may enter into subsequent agreements with the partner organizations or other entities in a manner consistent with RWJF program regulations.
