ORDER OF THE NEW HAVEN BOARD OF ALDERS AUTHORIZING THE MAYOR OF THE CITY OF NEW HAVEN TO APPLY FOR AND ACCEPT THE ‘CHARGING AND FUELING INFRASTRUCTURE DISCRETIONARY GRANT’ FROM THE U. S. DEPARTMENT OF TRANSPORTATION TO INSTALL ELECTRIC VEHICLE CHARGING STATIONS, PRIMARILY IN NEW HAVEN’S ENVIRONMENTAL JUSTICE COMMUNITIES.

WHEREAS, the 2019 community-wide greenhouse gas inventory found that transportation constitutes New Haven’s second-largest source of greenhouse gas emissions; and
WHEREAS, currently the primarily low-income and Black and Brown neighborhoods in New Haven have no publicly accessible electric vehicle charging stations available without parking fees or the obligation to patronize a business; and
WHEREAS, the New Haven Office of Climate and Sustainability recognizes that electric vehicles release no tailpipe emissions; and
WHEREAS, the State of Connecticut has set a state clean energy objective of a 100% zero-carbon electric supply by 2040; and
WHEREAS, the New Haven Office of Climate and Sustainability recognizes that electric vehicles reduce air pollution and save drivers money on fuel and maintenance expenses; and
WHEREAS, the State of Connecticut and the United States Government both offer rebates that can sharply lower the cost of a new or used electric vehicles, and State of Connecticut rebates are increased for low-income residents and residents of state-defined environmental justice communities; and
WHEREAS, the New Haven Office of Climate and Sustainability recognizes that installing electric vehicle chargers in New Haven’s environmental justice communities will allow residents of properties without off street parking to affordably charge their vehicles; and
WHEREAS, the City of New Haven will apply for funding from the US Department of Transportation; and upon receipt of such grant, the City will accept said grant in its entirety; and
WHEREAS, the US Department of Transportation has issued a request for proposals, entitled the Charging and Fueling Infrastructure Grant Program, intended to expand the national network of alternative fueling stations and electric vehicle chargers.
NOW, THEREFORE, BE IT ORDERED by Board of Alders of the City of New Haven that the Mayor, on behalf of the City, is authorized to apply for and accept the grant mentioned herein from the US Department of Transportation.
BE IT FURTHER ORDERED that the Mayor is authorized to execute said application for funding for an amount of $1,360,085 and to execute any revisions, amendments or modifications to said contract.
