WHEREAS: at a recent National League of Cities Conference in Salt Lake City, Alders Honda Smith and Evette Hamilton learned through Mr. Brian Davis how nearly 20 cities throughout the country are providing every citizen with instant access to a doctor, every day of the year, from 7:00 am to 10:00 pm.; and

WHEREAS: The Community Health Improvement Program (CHIP) is intentionally designed as health infrastructure, not a one-off program - creating a consistent, trusted front door to care for residents before conditions escalate into emergencies. CHIP in partnership with Pathways Physicians of Texas (PPTX) is a structured, locally governed initiative designed to expand affordable, instant access to licensed physicians for all residents while reducing avoidable emergency department utilization and EMS strain; and

WHEREAS: the program will strengthen behavioral health response and crisis intervention while also advancing health equity across neighborhoods disproportionately impacted by chronic disease, housing instability, and limited access to care; and

WHEREAS: the Health & Human Services Committee held a workshop on March 26, 2026, to hear about the program and from the New Haven Health Department's clinic who shared there are currently programs in place with partnerships through Cornell Scott - Hill Health Center and other clinics that provide the same services. It is concluded this program will be duplicating what is already in place; and

NOW, THEREFORE, BE IT ORDERED by the New Haven Board of Alders that the communication dated February 2, 2026, titled from Brian Davis, Pathways Physicians of Texas, submitting a request to conduct an informational workshop regarding a proposed Community Health Improvement Program (CHIP) be Read, ...
